Instructions for scientific sabbatical No. 162 of 2009

Based on the provisions of Clause (Fourth) of Article (9) of the University Service Law No. (23) of 2008.
We issued the following instructions:
Article 1
First, the Minister of Higher Education and Scientific Research has the right to approve scientific sabbaticals for those with the rank of professor, assistant professor, or teacher inside Iraq in accordance with the law.
Second: The Minister may approve the scientific sabbatical of those covered by the provisions of Clause (First) of this article outside the Republic of Iraq in the event that the requirements for scientific sabbatical cannot be completed inside Iraq.
Article 2
The one who is granted practical sabbaticals shall meet the following conditions:
First: He must have at least the title of teacher.
Second: To obtain an acceptance from one of the officially recognized universities, centers, or institutes from the Ministry of Higher Education and Scientific Research, for the instructor to conduct his research with it, whether full-time is inside or outside Iraq.
Third: That the nomination does not affect the course of teaching in the college or department.
Fourth: To have obtained in the annual evaluation form for those holding the title of teacher an average of no less than (70%) seventy percent for the last three years.
Fifth: Providing supporting documents that the host will bear all the expenses of a scientific sabbatical throughout his assignment period.
Sixth: Providing a guarantor equivalent to his salaries and allowances for a period of (1) year, and it shall be organized according to the law and presented by the legal affairs of the university to which he is affiliated.
Seventh: To obtain the highest points of comparison in the form prepared for this purpose, taking into account the following in the selection between the candidates:
A- The date of obtaining the certificate.
B- Years of service.
C- The date of obtaining the scientific title.
D- Number of books and research papers published.
E - Supervising letters and dissertations.
F- Average annual calendar.
G - the sobriety of the full-time university.
H- Disciplinary penalties.
I- Absences.
J- Fluency in living languages, computers and the Internet.
K- The number of thanks granted.



Article 3
For a full-time employee for the second time, five (5) years have passed since his first sabbatical.
Article 4
The university bears the salaries of a full-time associate and university service allowances in accordance with the instructions and regulations in force.
Article 5
Those who fulfill the conditions stipulated in Article (2) of these instructions shall submit a request within the specified period to the head of the scientific department and be supported by the following documents:
First: the detailed scientific biography.
Second: The university order regarding the certificate obtained.
Third: Names and copies of published books and research papers.
Fourth: The name of the proposed research to obtain scientific sabbatical in it, along with a preliminary plan for research and a summary thereof.
Article 6
First: The scientific committee in the department undertakes consideration of applications for scientific sabbatical and verifies the availability of the conditions and documents stipulated in Articles (2) and (5) of these instructions and the extent of conformity of the assignment’s specialization with its subject, studies the research plan and ensures the sobriety of the party calling for sabbatical.
Second: The scientific committee submits its recommendations to the faculty council and then to the university council to approve the approval for sabbatical and refers it to the research and development department at the ministry’s headquarters for scrutiny.
Article 7
The academic sabbatical period is for one academic year or one academic semester, and it cannot be extended.
Article 8
The formations of the Ministry of Higher Education and Scientific Research are responsible for setting its annual study plan with regard to preparing applicants and the specializations required for scientific sabbatical purposes inside and outside Iraq.
Article 9
The Research and Development Department at the Ministry's headquarters determines the start and end date of the submission for scientific sabbatical purposes.
Article 10
A full-time scholar is committed to the following:
First: To complete at least one scientific research on a subject he is devoted to, and to submit proof of acceptance of its publication in a well-established scientific journal within a period of (1) year from the end of the sabbatical period.
Second: Giving a lecture in the department or college about the nature of his work during the sabbatical period and the achievements that have been achieved and submitting a report on that.
Third: Submit a supporting report from the supervisor every (3) three months on the stages of research completion and the results it has reached.
Article 11
A full-time scholar enjoys the following privileges:
First: The rights and privileges granted to him according to the law.
Second: a certificate of appreciation signed by the minister.
Third: Approving his research for the purposes of scientific promotion.
Article 12
In the event that he does not complete the research requirements, the devoted scholar will have the following:
First: Obtaining the sums disbursed to him throughout the sabbatical period, in accordance with the Government Debt Collection Law No. (56) of 1977.
Second: Depriving him from enjoying academic sabbatical in the future.
Article 13
These regulations implemented from the date of publication in the Official Gazette.
